The Office of Aging completes assessments that determine the level of care referred to as a Functional Eligibility Determination (FED) assessment.  This assessment determines if someone is eligible for Medicaid services based on their needs.  Bathing, dressing, toileting, ability to feed themselves, medication management, and ambulation. 

A doctor also needs to be in agreement with the level of care whether it's NFI-Nursing Facility Ineligible or NFCE-Nursing Facility Clinically Eligible by signing an MA-51.
