The Pennsylvania Department of Aging Waiver program's goal is to keep people out of Nursing Homes and provide services for them in their home.  

A person needs to be Nursing Facility Clinically Eligible (NFCE) and also meet the Medicaid income eligibility.  

These services provide bathing, dressing, home support, assisted devices, and home modifications in the home.
